# Sales Navigator → Contact Database — Extraction Landscape

## The goal this serves
Turn a Sales Navigator search (e.g. "all commercial Directors+ across the Majid Al Futtaim OpCos") into a clean, current CSV with name · title · company · phone · email · LinkedIn — at census scale, reusably, without torching a LinkedIn account or buying infrastructure that gets sued out of existence.

## The one pattern that actually works
**Export the Sales Nav list → enrich with a waterfall → verify.** Three legs, in order. Sales Nav gives you name/title/company/profile-URL; it does **not** give phone/email. Those come from the enrichment leg, last. Every serious tool below is some packaging of these three legs.

Two routes to the same CSV:
- **Route A — Export-tool on your own session.** A Chrome extension reads the Sales Nav search *your logged-in account* is viewing, cleans it to CSV, and runs an email finder. Your account is in the loop → ToS/ban risk is the constraint, volume is the lever.
- **Route B — Licensed data provider, no LinkedIn in the loop.** Apollo / PDL / Cognism / ZoomInfo already hold the org data. You filter by company + seniority and export. No scraping, no account risk. Coverage (esp. GCC mobiles) is the constraint.

For Articulate's data-sovereign positioning, **Route B is the default and Route A is the gap-filler.**

## The risk ledger (this is the part that bites)

**Legal.** *hiQ v. LinkedIn* (9th Cir.) held scraping **public** data is not a CFAA crime. That is the headline people quote — and it's only half the story.

**ToS / account ban — the real exposure.** The moment you have a LinkedIn account, you're bound by the User Agreement, which forbids automated scraping. Breach ≠ crime, but it = **account ban**, and your Sales Nav seat + network go with it. This is separate from, and more likely than, any legal action.

**Vendor-continuity — named prior art.** LinkedIn sued **Proxycurl in Jan 2025** for spinning up "hundreds of thousands of fake accounts" to scrape; **Proxycurl shut down completely by July 2025.** Anyone who'd built their pipeline on its API lost it overnight. *Do not put a scraper-reseller API on the critical path.* (This is already logged against EnrichLayer in the Wander review.)

**PDPL / GDPR.** Enriched personal mobiles + emails used for cold outreach carry data-protection exposure — sharper in the UAE (PDPL) for personal data and for C-suite targets. Route B + a documented compliance posture is the defensible position.

**Account-safety limits (Route A).**
- Sales Nav search caps: **2,500 leads / 100 pages** per search; **1,000 accounts / 40 pages**. (A 300–600-person census = a few well-filtered searches — comfortably inside one search's cap.)
- LinkedIn's stated profile-view ceiling: ~2,000/day on Sales Nav — but that is **not** the safe *scrape* rate.
- Cited safe automated-scrape limits: **60–80 profiles/day** for browser-extension scraping; cloud tools self-cap ~200 searches / 5,000 leads/day. The gap between LinkedIn's view ceiling and the safe-scrape rate **is** the ban-risk zone.

## Recommendation for Articulate (Kendall verdict)

**For the MAF census (one-off, 300–600 commercial leaders):**
1. **Primary — Apollo paid ($49/mo).** Company + seniority filter, export, no LinkedIn account in the loop, mobiles bundled. Already half-wired (your connected account just needs the paid upgrade + `api.apollo.io` allowlisted). Lowest risk, lowest cost, this-session deliverable once keyed.
2. **Gap-fill — Evaboot or Wiza** on your own Sales Nav session *only* where Apollo misses GCC coverage. A few searches, inside the 2,500/search cap, low ban risk at that volume.
3. **Verify** every row with Reacher before anything is callable.

**For the reusable Articulate engine:** licensed-DB-first (Apollo/PDL), Sales-Nav-export as gap-filler, Reacher as the deliverability gate. **Never** the cloud auto-scrapers at volume, **never** a Proxycurl-class reseller on the critical path.

**Honest probabilities (this scope):** name/title/company/LinkedIn ~85–95% · verified email ~60–75% · UAE direct mobile **25–45%** (the GCC ceiling, unchanged). Nobody's tool beats that mobile number — including the ones whose landing pages claim "85% phone."

**The decision is still one credential:** upgrade Apollo (or add PDL/Cognism), key it, allowlist it — then I run the census from the sandbox and write straight into the CSV. Everything above this line is map; that's the move.
